Fair Pay Agreements in adult social care

The Department of Health and Social Care (DHSC) is introducing Fair Pay Agreements in adult social care so that care professionals are recognised and rewarded for the important work that they do.

Fair Pay Agreements are a priority for the government. They form part of the Employment Rights Bill (the Employment Rights Act 2025) and the government's wider Make Work Pay plan. This is the first time Fair Pay Agreements are being introduced in adult social care, but the government's vision is that this is just the start and that there will be many negotiated in future years.

Since October 2024, DHSC has been working closely with think tanks, trade unions, local government and service providers, as well as Ministers and other government departments to co-design this significant new policy intervention.

In September 2025, DHSC launched a public consultation to test these proposals, gathering views from the wider sector and general public on the scope and process of negotiations, including:

  • who should be involved
  • what they should negotiate on
  • how disputes are resolved
  • how agreements are implemented and enforced.

In some areas, they set out specific recommendations or options, and for others they were seeking general views.

The public consultation closed on 16 January 2026 but you can still read the proposals on . The  and survey remain open until 6 March 2026.

DHSC has also created this short animated video to help explain what is happening and how you can get involved.

Duration 1 min 49 secs

You can read more about Fair Pay Agreements, why they’re being introduced, and the consultation process in our joint blog with DHSC.
